No, what I mean with my question is:
What do you think are the importance of each stat.
Exmaple:
Speed, Sheild, Energy, Health, Shield Regen, Movements (Specials)
I think you should take redirection first, when the frame has more shield than health and vitality, when more health. (equal => shield)
I never use fast deflection and seldomly steel fiber ( Valkyr, Rhino, Frost, Chroma).
I love rush though. I usually use rush over ability mods (streamline, Flow, intensify etc). except exceptions XP
so ENERGYY >>>> MAIN health/shield > Rush > second health/shield > steel fiber > fast deflection
There is no order or ranking as all of these are different in each warframe, generally my opinion is since mods work of percentages you go with the stats that have higher numbers. example Ash lvl 30 is 450HP and 300SC (shield capacity) . Using a maxed vitality bring HP from 450 to 1,110hp, if you use a max redirection its bring the SC from 300 to 740. I've only used steel fiber on Frost (i havent played with val yet) and fast deflection I feel is a waste unless you have a huge SC. I can't give you a decent build because I have no idea your play style but from what i see on mesa power strength and efficiency are your top priorities.
First. anyone who puts steel fiber on mesa is a massive noob and needs to learn multiplication.
Second, order of importance is based on frame, what abilities you are using, and what you are fighting.
Valkyr, Chroma, Oberon ect (high hp/armor) usually ignore shields and build armor/hp with a healing source (renewal, hysteria, ward, channeling)
Frames like Volt, Frost with high shields often just use redirection, or redirection+steel fiber (frost, due to snowglobe armor scaling and high base armor)
Most frames are fine using redirection and vitality, or just redirection if not taking heavy fire.
Steel fiber gives up to 110% increase to base armor.
total armor is applied (only for damage to health, not shields, overshields, iron skin ect) as (Damage*300)/(300+armor) (simplified to ignore damage type bonuses). unless you have a ton of armor, this wont mean much reduction. - dont use steel fiber on anything with under 100 base armor, imo under 150-200.
I put rush on all my frames, I find its conducive to wall running properly. Everything else is subjective to your play style and what frame your using. With Mesa I would throw rush on and focus on shields/regen over health and armor.
Power > Everything.
Seriously, Since I've reached MR7 I've never used vitality/redirection again. You see, when you play on T4 or any high wave defense everything pretty much kill you in one shot. Effectively making any amount of health or shield useless.

Not to sound rude, but MR7 is basically new. You do have very a valid point, although it only applies to frames without any defensive measures, and vs lv60+ enemies.
Frames like oberon, chroma, valkyr, trinity and mesa, with their high armor or damage-reducing abilities, benefit greatly from high hp or shield into very late game.
Rush and friends are most useful when you have a weapon with a sub-par copter and signifigantly more useful when said path is less straight, because being grounded is a signifigant brake on speed and the limit on the number of times you can slide attack while air-borne, limit it's effectiveness in mazelike tiles while not as severely limiting the effectiveness of rush.
I only use 1 defensive mod and mostly is vitality because life scales better than shield, for shield regen use guardian (centinel mod). and i like max energy and efficiency for skills so...

and mesa is a good tank modded for shatter shield or you know just kill everything before it hit you
